[arriscad] layer description

The layer description is actually carried in several different places. 
There is the description field on the layer line in the drawing - not 
just master, but all drawings. The description is also carried in the 
layer itself.

Later versions of ARRIS do a better job of keeping these coordinated. 
The Layer Manager in ARRIS 9.5 will coordinate the description and save 
in all places for a given layer. Short of that you need to change the 
description in ARRIS, save, and then change it manually in the master.dr 
and all other drawings where the layer is included.
