As Roger mentioned, I believe you meant to say "...has changed the input
units from feet to inches".
Output display values can be changed at any time. Input
values (database units) can only be changed
in an empty database.

Layers which are copied from any target drawing to a different
source drawing will automatically inherit
the database units (i.e. feet or inches) of the source drawing...regardless
of the drawings units set in the target
drawing.

The only exception is if the source drawing is
completely empty, such as database noname (noname.db).
In the case, the source drawing will automatically inherit the
database units of the target drawing.

This can happen when layers from an AutoCAD drawing (.dwg) are
translated into an ARRIS database
without indicating you wish to change the database units from feet
to inches along the way. Once there is data (i.e. graphics)
in n ARRIS layer, you can no longer change the database unit
value...unless you clear all the layers or make some crucial
low-level modifications which Roger describes but I would not
necessarily recommend except as a last resort (no offense Roger).

After an inches-to-feet conversion oversight has been
made, the only way I know of to safely change the inches over to feet
(without
using Roger's nifty workaround) is to copy the layers into another
drawing that already contains a database unit value of feet.

The Paste From Clipboard function should not have the ability to
override the existing database unit value (i.e. feet) in a non-empty
drawing
regardless of the target drawings database units. If it does, there
is something amiss.
