[arriscad] Assigning multiple penmaps to a Viewport

What happens is you send the plot to PDF? Do the half tone line
weights show up correctly there?
If they are incorrect in the PDF then it's not your OCE. There's
still something goofy setting in the sheet
and/or viewport.
